Why is there a blue ring around the Location Sharing contacts photo?

Please, please, please, answer the question. Why is there a blue ring around the contacts photo when locating them sometimes and not others? This has been asked multiple times with no answer. We are not talking about the “location accuracy” transparent blue ring, we are talking about the blue ring around the profile picture. I find it hard to believe that no one at apple knows the answer to this question. I have not been able replicate it accurately.
