Restoring new iPhone via iCloud backup

I bought a new iPhone and started restoring it from my old phones iCloud backup. It’s been going for 18hours and all my texts, photos, contacts and call log have been transferred to my new phone but no apps are making any progress in downloading. It’s like it’s stuck. I just tried to download a whole new app that I have never had on my phone before and it downloaded straight away. I’m at home and haven’t left and I have stable wifi. How do I fix it?
