We are all Apple users, like yourself, so can not really speak for Apple.

Seems the answer is No.

In this discussion thread from January2021:

One reply says:

"I called customer care and they confirmed “refurbish” products do NOT qualify for the installment plan ☹️.

However they do qualify for the 3% cash back, so you’ve got that going for you."

Why Refurbished - Apple says: "Get 3% Daily Cash with Apple Card or get special financing".

If you want to speak with someone at Apple you could "Chat now", call 1-800-MY-APPLE, or find a store.

I guess the financing "rules" would be up to the company that provides the finance for Apple new products.
