Enable my app store and itunes

I had a problem last week with an unauthorized payment. Im trying to purchase an app. It said that my account was disabled in the app store and iTunes, and now I can not buy any apps in the app store.

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
