Can't create apple id in my iCloud

My Macbook air 2015 model(Yosemite) to get access to app store for that I have make a apple id.But after completing the process of registration is says can't "connect to server".Non apple browsers are able to do it but when I log into app store it show "code send to other Apple device". I have only 1 device.

I have tried many ways like:

*Log in to guest I'd.

*Changing apple id and apple id password.

*Restart mac.

*Adding password to keys.

*Even added certificate to keys (that certi was for high aritra, I don't know would it supports for yosimite)

It sounds like you're getting a message when you try to create a new Apple ID, and are unable to get past it. We can help.

Check out these steps If you see a Could Not Create Apple ID or Could Not Set Up iCloud message. Give those a try and see if there is any improvement.
