why does apple think i am in another state when i use my device?

note: i am not using a vpn. half the time i use data, and other times i use my home's wifi. previously, it would always say i was in the same state when using my phone. Now it is saying I am in a completely different state. I can say that other devices connected to the wifi do not seem to indicate they are in another state if I use certain settings. It is a little confusing, since Apple keeps showing a map asking to confirm something and showing this one state. Now it is possible that lately i have been using my laptop, and this is what is showing a different state suddenly, but it didn't before. Either way, I am starting to see that the device is being recognized as being in a different state than it actually is, and neither device is using a VPN. i could try to change the browser.. The browser that I use has messed up locations before.

See the following from Two-factor authentication for Apple ID - Apple Support

When you sign in on a new device, you’ll get a notification on your other trusted devices that includes a map showing the approximate location of the new device. This is an approximate location based on the IP address the device is currently using, rather than the exact location of the device. The location shown might reflect the network you're connected to, and not your physical location.

If you know you’re the person trying to sign in but you don’t recognize the location shown, you can still tap Allow and continue signing in. However, if you ever see a notification that your Apple ID is being used to sign in on a new device and you're not the one signing in, tap Don’t Allow to block the sign in attempt.
