Unable to activate iPhone

Today afternoon I found a message like you can't use your cellular data, in the below of that message learn more I went to learn more and then in that page showing some tips like you need to restore your

Iphone software using Itunes with laptop, I successfully restored the software after that I am going through the on screen tips select language, select your country or region and then Quick Start.

I am going to set up manually, went to Keyboards I select English after that it straight away showing like Unable to Activate An update is required to activate your Iphone, below this Learn more at apple.com/uk/support like that. What can I do to Restart my Iphone please advice me.
