If you didn't activate Find my, you cannot use it to locate your device. However ,I reccommend you follow the following steps to help to protect your data

1. Change your Apple ID password to prevent that someone can access your iCloud data or using apple services from your stolen device
2. Change the passwords of any internet accounts on your device (such as social media accounts)
3. Report the theft to the local police. The police might request the serial number of the iPhone, you can find that at your original receipt
4. Report the theft of your device to your carrier. They will deactivate your sim card
