Finder not an App for iPadOS - but is an element of macOS. Finder can be used with recent macOS versions, replacing iTunes, to restore an iPhone or iPad.
iOS/iPadOS instead feature the Files App - that performs similar file-management functions for iPhone and iPad.
How do I get Finder onto my iPad?
