My boyfriends phone reset and he lost all photos. he can only see the ones that were taken on his ipad. is there any way to restore the old photos after a factory reset.

If the phone was not backed up to iCloud or iTunes on a Mac or PC, or if the photos were not backed up to any third party service like Google Photos or Amazon Photos, you cannot restore the lost photos.
You can check to see if there is any backup of the phone or photos on iCloud by signing into the account at icloud.com. Or go to Settings> [Your Name]> iCloud> Manage Storage> Backups on your iPhone. There, you can see what devices were backed up and when.
To restore the device from a backup on a Mac or PC through iTunes, connect the devices to the computer. Make sure it’s on the Hello Screen when you connect it. Then on the computer, select the backup on the Welcome to iPhone screen, then click Continue.

If he was syncing photos with iCloud, has he gone to Settings/Your Name, signed in with the same Apple ID, and then gone to iCloud to turn Photos syncing on? The iCloud sync is very very slow. The photos sync is extremely slow. It could take several days or more for the photos to sync.
