Using iPhone in Brazil

I would like to buy an iPhone to my sister as a gift, but she lives in Brazil. I heard that she would have to unblock the phone there. But I aIso heard that it has to be the right serial number to be able to use in different country such as Brazil. Would someone be able to help me telling me what are the numbers, so when I purchase here in Canada I ask for the right one. Thanks a bunch.
