If the subscription is still active sign in again, refresh the library, download any cloud items that are not Apple Music DRM protected tracks, then turn off Sync Library (AKA iCloud Music Library) rather than signing out of your Apple ID.
If you cancelled the service within the last 30 days then resubscribing might bring back your Apple Music collection and playlists.
If you have a Time Machine backup you might be able to retrieve playlists from a backup of the library. We can go into details if this applies.
