Lock Screen timer on my iPhone 13 Pro Max doesn’t function

iOS 16 isn't an official release and it is possible for some features to have unexpected issues as you described with the Lock screen. Start by reporting this behavior to the Feedback Assistant.

You can either revert iOS to iOS 15.6.1 or you can try the following troubleshooting steps.

Restart iPhone, go to Settings and change the lock time, restart, and change it back to the desired time. Back up iPhone and reset settings. This will remove currently in place settings.

Go to Settings > General > Reset and choose "Reset All Settings.

With the official iOS 16 release, it should work like it always did...unless you have an app in the foreground that disables the lock screen timeout. E.g. Pandora, when your phone is plugged in, can be set to keep your phone on.
