You can't. An unit running 10.3.4 can only be an iPhone 5 or iPad 4.

Try downloading them to a newer one on the same Apple ID first.

What model iPhone do you have?

Instagram requires iOS 12.4 or later. WhatsApp requires iOS 12 or later. That means they will run on an iPhone 6/6+ or later.
