Necessary actions:
Restart your iPhone or iPad.
If you still can't activate your iPhone or iPad, try again on your computer.
Make sure you're running the latest version of macOS or iTunes.
Check if your computer has an Internet connection.
Using the cable that came with your iPhone or iPad, connect your iPhone or iPad to your computer. Find the device on your computer.
Wait for the computer to detect and activate your iPhone or iPad.
If you're prompted to "Set up as new" or "Restore from backup", it means your iPhone or iPad is activated.
If you see a message that the activation information was incorrect or the activation information could not be retrieved from the device, try restoring your iPhone or iPad using recovery mode.
