My children made over 400 dollars in purchases through their apps without my permission. That money is now lost from my account and now I’m unable to pay my child care bill. I would like to talk about how my refund request is not granted.

We cannot discuss Apple Policy here. Suffice to say, as per the terms off service of the iTunes & App Store you agree to when using them all sales are considered final, and Apple is under no obligation to grant you a refund regardless of the situation.
