how to make photo album public

I want to share a photo album with a person who is not on my iCloud. Reading me manuals says that I have to make the album public and I wanna share it with someone who's not on my iPhone. How do you make a photo album public?

You need to create a shared album, and drag the photos into the shared album. Then add users to the album (via email address) to share them.

Note images in shared albums will be reduced size and quality.

Your alternative is to use a shared iCloud drive folder. But then there is no viewing facility.
