IPAD

When i try to download it keeps on saying.. Unable to purchase.... Not compatible with this iPad...

I'm trying to process my icloud account it keeps on not yet reviewed

You appear to potentially have multiple issues.


Being unable to purchase is usually indicative of having an incorrect, undefined or declined payment method. Check that you have configured at least one valid payment method for your account:

Change, add, or remove Apple ID payment methods - Apple Support

If your payment method is declined in the App Store or iTunes Store - Apple Support


Apps identified as not being compatible with your iPad are just that. Check the minimum iOS/iPadOS requirements for the App in the Apple App Store. If the OS requirements differ to the iOS version installed on your iPad - if you are unable to update your iPad to the most recent version (iPadOS15.6.1) - you may not be able to install and use the App.


Also check that your AppleID account has been fully set-up - by signing-in to your account here:

https://appleid.apple.com


In addition to checking that all your personal and contact information is correct, ensure that you have also set at least one secondary (recovery) email address and trusted phone numbers (mobile and fixed landline recommended).
