Change region in iTunes

I created an Apple ID with region Luanda, Angola. When I try to download anything with my iPAD, I am asked to review the account and the region that appears is United states and I am not allowed to change it.
How can I change the region in iTunes ??

On your ipad go to Settings-> App store->View Account- (after you sign in) -> Change Country or Region and select where you are.

But remember, you can only buy anything using a credit card with an address in that country. So you can't be in Angola and buy anything in the US iTunes without a US credit card.

Its really frustrating. I Try and change the region and it lets me do it on my iPhone(not on the laptop)

And when I m done doing it, it exits without error as if it succeeded. Although, when I try and upgrade any App, it says that I cannot do it as my Account is not valid in the new country I changed to.


Totally ****** off of Apple right now.
