I forgot password to my iphone and after restoring it still asks for password and wont allow me to set up as a new device

Forgot password on new phone before it was activated I purchased a new iPhone 14 a couple weeks ago. I forgot the password setting up the phone. So I can’t use any password recovery methods.

How do I reset my old iPhone without the forgot password option? Locked my old iPhone I don’t remember the password. It’s currently not in use but it doesn’t show the forgot password option [Re-Titled by Moderator]
