The device could be stolen, lost by another user, or the documentation you provided does not prove original ownership.
There are no alternative means of unlocking the device. You could try changing your password at iforgot.Apple.com.

can I appeal the decision ? the phone is clean not stolen ...
No idea. I don’t know why the decision was made if you’re the original owner.
