iPad air update stuck in Loading

ipad air, plugged into macbook pro with the latest updates. I show the restore screen above. Tried the buttons together, it came back with the apple logo and back to the lightning cable and mac pic. Finder says "Loading".. for over an hour. then goes through the same process.. reboots, then back to Loading.

The process gets stuck when the new iPad automatically does a software update. It downloads and prepares, but during install it gets stuck……for over an hour. IPad Air 5Gen stuck on iPadOS 16.7.10 and will not update. According to the end of life table my iPad Air 5 Gen should be able to update its iPadOS more current than 16.7.10 which is where it is currently stuck.

hours later still doing the same thing.. says Loading in Finder, and same cord and MacBook screen on iPad. What to do to recover?
