Security breach

I have an Apple iPhone 13. I am getting inundated with scam emails. I have tried to blocking them but they keep returning to my inbox!! I have also put them in my junk mail, but they keep reappearing.

Does anyone have suggestions?

As I said, you need to delete them from your email provider's website directly. Your ISP's server stores the emails to your account online and then pushes them to your Mail app every time you open the app That is the nature of IMAP mail and it will continue until you delete them at the source. Go to your ISP's website > your acount > delete the emails.
