Help cannot change my Appstore country

I am not able to change my Appstore country because I have 4rs in my Apple’s Funds.

iPhone 13 Pro, iOS 15

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
