Touch ID requires passcode when Iphone restart

I Forgot my passcode.I am using my fingerprint to open it.

iPhone 6, iOS 12

You cannot use Touch ID after a restart -- you need the passcode.

If you've forgotten the passcode, see instructions in: How to remove your iPhone, iPad, or iPod touch passcode without a computer - Apple Support

If that option is not available, you will need to use a computer. See:

If you forgot your iPhone passcode - Apple Support

or

If you forgot your iPad passcode - Apple Support
