Does my old iPod (version 4.3.5) need the 15.6.1 security upgrade?

As Ingo2711 pointed out, your iPod cannot install iOS 15.6 and to the best of my knowledge, doesn't require it, partly because older iPods are already limited in what they can access. For example, I believe that the 4th gen Touch cannot buy in the iTunes Store or update payment information.
However, iOS 4.3.5 is not the most recent version for a 4th generation iPod Touch and several of the newer versions of iOS for your iPod include security fixes of their own. Therefore, if you want to be as sure as you can about the security of your iPod, you should update the iOS to 6.1.6, which is that most recent version of iOS that the 4th gen Touch can install.
