If you have a 2.5" external drive it should be bus powered (not need a power source beyond what the laptop is providing) and if it is connected directly to your laptop it does not need an internet or network connection.

Yes, you need to keep the laptop powered on.
If you're backing up to Time Machine, open TM Preferences > Options and make sure the box is checked for Back up while on battery power. If your laptop has sufficient battery run time remaining, you should be able to do what you want.
Thanks. Its a Seagate 2 TB Hard drive that is connected solely to powered laptop. Do I need to keep the laptop powered while backing up?
Looking to switch locations and able to plug back into power source in about 15 minutes.
