I bought a Scosche heart rate monitor arm band and it’s Bluetooth enabled. I have an iPhone ans an iPad and I would to attach it to one, preferably the iPad. How do I do this? It has no app of it’s own but is apparently compatible with Bluetooth Smart Fitness apps. Did I get ripped off?

Well, this link to a Scosche product that may be the one you described has a section near the bottom called “We’ve got an app for that” that indeed describes an app they offer.

Since the iPad does not have the Health app, I would guess it would be better to connect to the iPhone. The heart rate should go directly to the health app if you pair the device to the iPhone via Bluetooth. The monitor might be successfully paired, but without a matching App for your iPad, your bluetooth-enabled heart rate monitor will provide meaningless data to your iPad.
