In my settings I have an “experimental web kit” with a ton of options to toggle on or off. I do not like this because I never signed to be a lab rat. Some of apples own tech support have never heard of it

You’re not a “lab rat”. This area of iPad settings is present in all versions of iOS/iPad released in recent years.

The “experimental webkit settings” page is perhaps poorly named - as this page includes advanced settings that influence many key configuration items of Safari and other elements of iPadOS.  Many items that you see work with reverse logic.

Unless you know exactly what you are doing, you would be well advised to leave these settings well alone. Short of a full reset of all iPad Settings, there is no “undo” or settings button that can restore the default Webkit settings.

I have this setting in all of my devices , I turn them off , though they turn themselves back on , usually after a software update . I don't like it either , I didn't give anyone permission to experiment on my devices . Apple Support App chat told me that there isn't a method to turn it off permanently .

Useful observation regarding a new Reset to Defaults - clearly an improvement included within a very recent update. Being an area of settings that it is generally unwise to experiment - unless seeking resolution of an obscure issue - it is not an area frequently explored.

Unless you know what you are doing - or are making specific changes at the direction of Apple Support to resolve a particular problem - this is one area of device settings within which it is perhaps very unwise to experiment.

Many (but not all) of these advanced settings work with reverse-logic, such that the item being seemingly set to ON actually disables the associated function - and vice versa. Changing any of these settings will have effect upon WebKit - and all Apps and browsers that use WebKit functionality. Some of these settings impact device security and privacy.

I have been using Apple iPhone since the iPhone4.

Please note that although there is a reset to default feature in iOS 15.6.1 through Safari, there needs to be increased clarity as to clarity in what each feature toggled or not does. Furthermore, vulnerabilities have been noted in previous posts in the most recent patches of WebKit vulnerabilities.

I, myself, wish to follow the protocol for reporting security bounties but my phone and account cannot currently access the proper software to report it.

Furthermore, I wish to raise an issue regarding Xcode previews being accessible and reappears as an accessible application on my iPhone 11 running the most recent iOS 15.6.1

I have contacted apple many times to resolve this and so far the only solution has been to power cycle your phone (holding all three buttons on my model) and letting the apple logo appear and disappear multiple times. However, it appears that I may have a vulnerability with safari or Xcode previews consistently, for lack of better words— “reappearing” on my phone.

I would like a true solution to these issues and clear explanations if possible.
