Just transferred to new iPhone 13 pro

Only some if my iCloud files transferred. None of my flagged or VIP FILES transferred. How do I get them

How do I set up iCloud settings for new iPad transfers? How long can do I have to wait for don’t transfer anything on new iPad? Are they in iCloud Drive? You should be able to download them in Files app (cloud symbol in listing).

If not then what files?
