I have bought a new iPhone and trying to factory reset the old one. However, I don’t know the screen time password! I have reset the password and tried to put the new one in, but that’s now not working. It’s now given me 24 hours until I can try again! Any chance there is a way to factory reset by not using the screen time password?

You need to DFU it.
If you used Quick Start or restore from backup to transfer your data to the new one it will also have Screen Time locked.
