I'm a new to apple devices and I'd like to access messaging through my browser like I could on my previous phone. Can anyone help me figure out how to do that? I'm figuring a trillion-dollar company could keep up with their competitors in at least that aspect.

A. Use Messages App:
You'd use the Messages app for seeing messages. So, once messages is enabled on your iPhone along with your Apple computer, you'd proceed from there with retrieving messages and sending messages. All would officially sync through iCloud, meaning you'd have to be logged in to the same Apple ID on the computer, along with the iPhone. See here: Go Here: Set up Messages on iPhone - Apple Support
B. Use your Carrie's Site:
You can log in to your Carrier's site, seeing if you see them on there, but sending them may not be an option.

They are the developer of the Windows. Ask them which app to use. With Windows having no intergraded app that is of use here, a third-party program is probably what to use. Start Here: Microsoft Contact Us Virtual Agent - Microsoft Support. Important: Perform a chat session with Microsoft using a computer, as it would be more user-friendly doing so.
I can't find the apple messages app on my computer. Could it be using a different name? This is my first apple device, so I don't have acces to an apple PC to use icloud on. Should I be using itunes to find it?

Select the Messages app in the Applications menu.
I wasn't able to find what you suggested I look for using what I assume you meant to be the home menu where applications are listed. If it was meant to be in the Microsoft store, there is the BlueBubbles program, but that requires I use a macOS VM or have an Apple computer. Neither of which I feel I have the skill or money for. Your answer was a little short, so I tried my best to extract information from it by filling in the gaps.
