Can I update my iPhone on a computer that is not a Mac? My iPhone storage is full and I have gotten rid of everything I can. The instructions say I can plug my phone into a computer, but now the instructions I get are for a Mac.

Provide Apple Feedback:
Other than a Mac, you may use a Windows PC. So, recommend to Apple that they allow this to be an option for Apple IDs. Use my User Tip: Apple ID: How to Provide Apple Feedback for this Category - User Tip
If it's a Windows PC with iTunes installed, yes. Otherwise, no.
