Apps are permanently tied to the ID used to download them. if that app was downloaded using a different Apple ID, you need to delete it and re-download it using the ID you’re currently using.

Why did you make a new Apple ID? All of the data synced or backed up with the old Apple ID is no longer accessible, you will have to repurchase all apps and other content, and, if your phone is Activation Locked to the old Apple ID it will become useless when it is next updated unless you know the old Apple ID and password.
