The offer does not pop up on my new M2 mac

I have updated to the latest macOs

I had activated the free 3-month apple arcade service last year with an iphone

so is this offer per apple id and not per device?

MacBook Air, macOS 12.5

Check details at Offers - Apple, but yes I'm pretty sure each Apple ID, or indeed family group, only gets one shot at this offer.
