It's the daemon that implements the notification center system service. Under normal circumstances it should use only a few megabytes of memory and a negligible amount of CPU.
There have been several observed bad interactions between some programs and the service which eventually impact resource usage by the daemon. Notably skype, f.lux, emacs have all been known or suspected to have bad interactions.
