Iphone activation lock

No one is going to be able to remove the Activation Lock for you without the original owner’s Apple ID and Password. You were probably sold a lost or stolen iPhone. Contact the buyer, if you can, and try and get your money back.

No, unless the Apple ID involved is yours. Otherwise, ask the seller to remove the lock or give you a refund; it's an anti-theft measure.
