Did you already try to contact the official Apple Support in your country?

Only they can look into your settings and personal data, to find the reason for that:

Contact Apple for support and service - Apple Support


You could also consider to pay for iCloud using Apple ID balance:

What you can buy with your Apple Gift Card or Apple Account balance - Apple Support
