I want to use my imac as monitor. How do I change OS to earlier version

You cannot install an operating system older than what originally shipped on the Mac. Any iMac after a Late-2013 iMac running macOS High Sierra, cannot be used as a separate monitor via target display mode. There could be cabling issues too. Best to buy a new, higher resolution monitor with the right ports on it.
