Mail cannot send vCards

When attaching a Contact vCard to an email, Mac OS X Mail often cannot send it, giving a panel stating that the attachment is still loading. Obviously its well under 1MB, and the same email cannot send even after 15-20 minutes of "loading". Is there a fix for this ?

My current workaround is having to send the contact via iOS Mail, which seems crazy that Mac Mail hasn't fixed this.

This occurred in Catalina and still in Monterey (latest updates of all software).

Yes I’m on the latest version of Monterey - to which I just upgraded thinking it would fix some of the bugs I’m still experiencing (including iMessage not syncing better across devices, that experience is also no better in Monterey).

This same vCard problem also happened in Catalina.
