Passwords didn’t sync with new iPad Air from other apple devices
My saved passwords on iCloud did not sync with my new iPad Air from my other apple devices.

Have you enabled Keychain in iCloud individually for all your devices?
For iPad and iPhone:
Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON
