If using Photos in iCloud, you can view your Photos in iCloud from any computer. Using a web browser, sign-in to iCloud:
If you do not use Photos in iCloud, photos that are included with your device’s iCloud backup cannot be directly accessed or viewed - unless the backup is restored to a compatible device.
