Phone won't take incoming VOIP calls?

My phone won't take incoming calls from businesses who use VOIP phone systems. I believe it has to do with the virtual sim card when I added a second phone line and then later removed the primary phone line as this is when it started. Can't receive calls from Dr's office, insurance company, car dealership etc... It's happened 50 times. I've have upgraded phones and even switched providers and it still happens. I think it must be in the Apple ID since it follows it from phone to phone and from Verizon to ATT.

Check your iPhone settings

Go to Settings and turn on Airplane Mode, wait five seconds, then turn it off. Check Do Not Disturb. Go to Settings > Focus > Do Not Disturb and make sure it's turned off. Check for any blocked phone numbers.
