The "New iCloud Terms and Conditions" icon badge on Mac won't disappear on my mac even after I select accept. Also, nothing happens when I attempt to agree to the terms and conditions. How do I fix this problem? I have signed out of iCloud and my Mac is fully up to date.

Have you tried restarting the Mac? We know this may seem like a small task but, it can resolve many unexpected behaviors.
To do that:
On your Mac, choose Apple menu > Restart.
