can i use the sim card from my 11 pro max in my 13 pro max

Both iPhones use the same size SIM.

Learn which size SIM card your iPhone or iPad uses - Apple Support

But using an iPhone 11 - generation SIM will mean your iPhone 13 Pro Max cannot use 5G cellular. I can’t imagine why you would want to do that.
