It probably does. Nothing is “free”. There is undoubtedly a minimum time you have to keep the device active on the carrier you got it from before they will unlock it, assuming they will unlock it at all.
Ask them or visit their website. The specific requirements vary, and some carriers don't offer unlocking.

Contact the carrier it is locked to. They are the only ones who can unlock it.
