I need to make a claim for a lost iPhone. For 2 days I have been stonewalled.

I can't get past "we're sorry, try again later."

AppleCare plus does not cover lost or stolen devices.

The basic warranty doesn't cover lost or stolen devices.

If you purchased AppleCare plus with Loss and theft coverage you need to file a claim with the insurance company.
