screen time is ridiculous. Any child can bypass in two minutes

Is there any way to apply my screen time limits to my CHILD's PHONE rather than, ahem, my child's apple id? Figure out from my question how easy it is for any child to bypass your settings in a matter of minutes.

Screen time does not block the PHONE. Any way to fix this?
