Syncing album organization to iCloud Photos for PC

I have my photos on my phone synced to iCloud and they're organized into various albums on my phone. "iCloud.com/photos" is organized into albums the same way - so they're mirrored, which is GREAT! It saves a lot of time. However, when I look at my iCloud photos on my PC, they're all just jumbled and difficult to navigate. Is there a way to mirror the album organization for iCloud Photos for PC without going through and doing it all manually?

Did you use iCloud for Windows to download your photos? If you're trying to connect directly, you'll only get the photos.

Yes, I’m using iCloud for Windows. In the setup/options, I have iCloud Photos and Shared Albums selected. So in my left side navigation pane I’ve got iCloud Drive and iCloud Photos as two different options. The screenshot in my original post is what iCloud Photos looks like when viewed on my PC. It’s syncing properly. When I take a new photo it shows up on my PC and when I delete one it disappears from my PC.

Are you saying by connecting this way it’s only going to get the photos and not the organization style because that’s just how it is unless they change it?
