YouTube and any YouTube app is owned and operated by Alphabet, and not by anybody around here. We can’t fix issues with Alphabet services such as YouTube.
What you can try…
Remove the YouTube app, and re-install it, and try again.
Update to current iPadOS (15.6.1), and try again.
If you’re on an older iOS version (iOS 12 or earlier) on this iPad and cannot update (iPad 4th gen is about a decade old and tops out at iOS 10), then you can use the YouTube website, or can contact Alphabet YouTube support and request assistance and support for iOS 10, or can acquire a newer (used, refurb) or new iPad.
